In his 14th term in Congress, Rep. Rick Boucher, D-9th, has assumed the chairmanship of the House Energy and Commerce Subcommittee on Communications, Technology, and the Internet, a perch from which he can continue his effort to expand broadband in rural areas. Boucher, an Abingdon native, represents all of Southwest Virginia west of Roanoke, including coal country -- a constituency Boucher balances as he plays a leading role in drafting climate change legislation. Boucher, 62, is a graduate of Roanoke College and University of Virginia law school. He also served seven years in the Virginia State Senate, first elected at the age of 29.
